Plymouth Prevent Partnership

The Plymouth Prevent Partnership consists of agencies working together to find ways of preventing vulnerable & susceptible people being drawn into violent extremism.  The Prevent Partnership aims to support local communities and institutions to challenge and reject the message of extremism.

Prevent

Prevent is about safeguarding individuals and communities from the threat of terrorism. It is delivered as part of CONTEST, the Government’s counter-terrorism strategy.  If someone is identified as being potentially vulnerable to radicalisation or extremism, Prevent can put in place processes to help them. (This is completely voluntary and is only carried out with the individual’s consent)

Work together to prevent people being drawn into terrorism

Violent extremism can occur anywhere. It can be motivated by a range of ideals and beliefs.  The right advice and help can stop someone being exploited and drawn into supporting violent action.  Extremism is not illegal but it can act as a pathway.  A person exposed to extremist viewpoints may be encouraged to carry out an act of violence, Domestic Extremism or terrorism. You can change that route. You can make a  difference by sharing any concerns you may have about individuals or groups you meet at work, socially or anywhere else directing them towards bespoke support.

Membership (Terms of Reference)

Membership is based on the general principal that any individual or organisation is welcome to participate if they are committed and able to advance the aims and priorities of the partnership.  Participation in the Prevent partnership represents a commitment to more than fulfilment of a statutory duty, a commitment to strengthening communities and promoting inclusion. The Partnership is a forum for those with a commitment to supporting local communities to share their experiences and discuss strategies for strengthening the city’s response to preventing extremism.  Membership represents a commitment to making the work of the Partnership visible in the City. 

Moreover, the Partnership aims to become a forum where marginalised communities are more than the subject of discussion / attention, but a space where they feel able to openly participate in discussions about preventing extremism and promoting social cohesion.

In addition, the partnership will include representatives from all agencies with a statutory Prevent duty.

Administration

The partnership is administered by Plymouth City Council and will meet on a quarterly basis.  The partnership will develop and deliver an annual action plan based on priorities identified locally and in the Counter Terrorism Local Profile.

Interdependencies

The Prevent Partnership has formal links with the Safer Plymouth Partnership and both Adult and Children’s Safeguarding Boards.

Counter-terrorism local profiles (CTLPs)

Counter-terrorism local profiles (CTLPs) identify the threat and vulnerability from terrorism and extremism relating to terrorism in local areas. A CTLP helps the police and local partners understand and prioritise threat and vulnerability with suggested recommendations to address any risk.
