Housing regeneration

Housing regeneration is an essential part of our plans for housing.

Barne Barton

An exciting period of transformation has begun for the Barne Barton area of Plymouth. The current homes are now being replaced by a better mix of new high-quality homes.

Our teams are working with the Housing Associations to help with regeneration projects. Clarion Housing has started work on their part of the project for their properties around Savage Road.

Clarion Housing Regeneration Project 

An affordable housing development scheme identified in the adopted Joint Local Plan. The Clarion development will regenerate a large area of Barne Barton by:

  • demolishing 228 flats
  • building 204 high-quality homes

The new homes will be energy efficient and include a mix of flats and houses.

Community consultation has been at the heart of the new designs for regeneration. Residents have shaped and supported the proposals to include a wider range of larger houses and accessible flats. The key aim of the regeneration is to provide a high-quality place to live. In particular:

  • providing wheelchair housing and accessible dwellings
  • opportunities for local people to buy into Affordable Home Ownership

The plans aim to achieve net biodiversity improvements and access to green spaces. The site also adjoins Blackies Wood, which is a ‘Plymouth Biodiversity Network Site’.

Green infrastructure is a key part of the approach to place-making for Barne Barton. Recognized by an Urban Design and Masterplanning Award from the Landscape Institute.

New estate designs have improved play areas and amenity spaces. The estate makes the most of river views of the Tamar Estuary.

Sanctuary Housing Regeneration Project

Sanctuary Housing submitted planning for the redevelopment of the Talbot Gardens housing estate. Sanctuary Housing are hoping that the redevelopment of the Talbot Gardens area will expand and complement the regeneration of the adjacent Clarion housing scheme.

Plymouth City Council will help support and shape this important regeneration work.

The Barne Barton regeneration is a significant boost to the Plymouth economy. The Housing Delivery team work with its partners to keep these development projects/proposals on track.

The regeneration development at Barne Barton is worth around £68 million in total:

  • £38million Clarion's Housing project
  • £30million Sanctuary's housing project

The projects will create years of construction employment. The projects will create or safeguard 300 jobs over 5 years.

North Prospect Regeneration

The North Prospect regeneration project led by Plymouth Community Homes (PCH) and supported by Plymouth City Council (PCC). It has been underway for over 10 years since the transfer of the Council’s social housing stock to PCH in November 2009.

The regeneration project will result in:

  • 750 homes demolished
  • 1110 new high quality homes built

The new homes will be social/affordable rent, shared ownership and for sale.

North Prospect has benefitted from a new community hub facility called the Beacon. The Beacon has a library, shops, offices and children’s daycare services. The main park at Cookworthy Green is now bigger and improved. The park now provides quality and well-managed green space.

Work on the final phase of the regeneration is now underway.

The overall regeneration will be completed in 2025.

Benefits of the regeneration have been visible since as early as 2013/14. There has been with significant improvements in:

  • crime rate
  • anti-social behaviour
  • and people in employment.

By the end of the redevelopment process, PCC will have supported the public infrastructure development in the North Prospect Regeneration area. Around £2.2M in funding support and a further £2.3M from central government has been put towards the scheme.
